The 8(a) STARS III Government Wide Acquisition Contract (GWAC) is a multiple Award, Indefinite-Delivery, Indefinite-Quantity (MA_IDIQ) contract to provide Information Technology (IT) services-based solutions which may include the integration of ancillary support necessary and integral to the IT services being acquired. STARS III Master Contract awards are reserved exclusively for qualifying Small Business Administration (SBA) certified 8(a) prime contractors with competitive prices.
The STARS III vehicle consists of a primary North American Industry Classification System (NAICS) Code or 541512, Computer Systems Design Services. Agency requirements that are within the scope of STARS III and align with other IT services NAICS Codes which include but are not limited to:

541513, Computer Facilities Management Services
541519, Other Computer Related Services
518210, Data Processing, Hosting and Related Services
Traditionally STARS III allows sole-source task orders up to $4.5M for all agencies. Eagle TG, LLC, as an SBA Certified 8(a) and being a Tribally Owned Enterprise may receive $25M sole-sore task orders for Non-DoD agencies and $100M Sole-Source task orders for the Department of Defense (DoD). Sole source orders require an offer and acceptance from the SBA.
Agency Contracting Officers receive Delegation of Procurement Authority (DPA) from GSA and then can choose to procure via direct acquisitions or assisted acquisitions. If utilizing assisted acquisition office the agency does not need a DPA, the assisted acquisition office handling would have DPA. RFIs, RFQs, and RFPs over 8(a) competitive threshold must be posted to GSA’s eBuy at www.gsa.gov/ebuy to meet fair opportunity requirements unless an exception to Fair Opportunity applies IAW FAR 16.505(b)(2)(i). For orders under $4.5M, RFIs, RFQs, and RFPs may be released via email, fax, commercial mail carrier, or other electronic means.
